Taiwan is a diverse and open society, but Taiwan sports lottery has only been issued by one institution since it was opened for two sessions in 2008. Compared with European and American sports lotteries, which open multiple operators, consumers have a choice through market competition; On the other hand, the domestic sports administration has a conservative concept of sports lottery distribution. So far, the Taiwan sports lottery market is still dominated by a single issuer. In the absence of market competition, various problems have emerged one after another. In order to pay store rent and hire shop assistants; not to mention that due to the monopoly of one business, players are transferred to the illegal market. The government not only loses tax opportunities in vain, but also promotes the atmosphere of underground gambling. The huge profits lead to social problems such as fraud and violent debt collection.
